How to name a clinic or practice in Dubai: the DHA, DET and Arabic checks

The direct answer

A health facility name in Dubai has to clear the Department of Economy and Tourism (or the free zone authority) as a trade name, and then the Dubai Health Authority, which reserves the right to reject it. The DHA licensing manual requires the facility licence name to match the trade name in Arabic and English, rules out names that are misleading about the type, importance or size of the facility, names that suggest services it does not offer or an affiliation with a regulator, and names that are identical or similar to a trade name already registered with DET or the Ministry of Economy. The general trade name rules add the legal form suffix, fit with the licensed activity, no religious or government names, and family names only when they belong to the licensee. Run each shortlisted name through the three gates before a designer touches it. The first two are the authorities' tests. The third is the one that decides whether anyone remembers the name.

Two authorities, one name

A clinic in Dubai is licensed twice: as a business, by the Department of Economy and Tourism on the mainland or by a free zone authority, and as a health facility, by the Dubai Health Authority. The name has to satisfy both. The DHA Manual for Licensing Health Facility, in force since November 2024, sets the order: the trade name is reserved with DET or the free zone first, and DHA then reviews it, with the right to reject it.

The manual also ties the two together. At licence activation the facility licence name must reflect the trade name in Arabic and English, and the health facility name should be identical to the approved trade name. So there is one name, written in two scripts, and it appears the same way on the trade licence, the DHA licence and the facade.

Dubai Healthcare City runs its own registry. Its regulation asks whether the proposed name reflects the applicant's clinical activities, and its handbook says the name should reflect the activity and fit the legal framework. The tests are the same in substance; the office is different.

The short version

DET decides whether you may trade under the name. DHA decides whether a patient could be misled by it. Pass both before you spend on design.

What DHA checks in a name

Chapter Seven of the DHA manual lists the conditions. The name must not have been registered or used before for the same or a similar category of activity. It must not be identical or similar to a local or international trade name registered with DET or the Ministry of Economy. It must be compatible with the type of activity and the legal status. It must carry no name of a religion, denomination or governing authority, and no institution's name or logo without a written and approved affiliation. It must not violate public law and order. And it must not be misleading to patients with regard to the type of facility, its importance, size and so on.

The manual then gives DHA three further grounds. A name cannot mislead the public into thinking the facility offers services it does not, or suggest an affiliation with DHA or another regulator. It cannot be misleading or in breach of health regulations. And DHA may reject terms that conflict with medical, professional or ethical standards.

The category test is the one that catches founders. The manual's appendix defines the facility types: a general clinic has one general practitioner or more, a polyclinic has at least two different specialties, a specialty clinic offers a single health service, a day surgical centre keeps no patient overnight, and a hospital is defined by beds and round the clock care. A polyclinic that calls itself a hospital, or a single specialty practice that calls itself a medical centre with implied departments, is making a claim about its type and size, and that is exactly what the manual rules out.

What DET checks in a trade name

The trade name rules apply to every business, clinics included. The name carries the legal form, such as LLC. It fits the licensed activity. It avoids religious names, the names of government authorities and the names or logos of outside bodies. It stays within public morals. And it is free on the register.

Dubai adds a rule on people's names: family or tribal names are allowed only when the name belongs to the licensee. A practice named after its founding doctor passes; a practice named after a famous surgeon who is not an owner does not. Khaleej Times, reporting the DET rules in 2024, also records that names are written by sound rather than translated, and gives the standard reservation fee as AED 620, with a reported surcharge for names in a foreign language. Free zones publish their own lists. DMCC's guidelines, for instance, stop names beginning with International, Middle East or Global, restrict city and emirate names, and require a shareholder's own name for any personal name. They also allow a separate operating name, which is the brand a company trades under, provided it does not contradict the company name or its activity.

The Arabic version is part of the name

Every Dubai trade name has an Arabic form, and both DET and the free zones render it by sound. The DMCC guidelines say so in terms: company names are phonetically, not literally, translated. The DHA manual requires the licence to carry both versions. So the Arabic name exists from the day of reservation, whether or not anyone designed it.

Then it goes on the facade. Dubai Decree No. 6 of 2020 requires a sign stating the activity and trade name, and makes Arabic the main language of a permitted sign: at least half the space, in the upper section or on the right, and free of grammatical and spelling mistakes. DET's 2026 shopfront rules add Arabic above English and one trade name for each shop. A careless transliteration can therefore pass DET and still fail at the signage permit.

The practical test is simple. Write the shortlisted name in Arabic letters, ask a native speaker to read it aloud, and listen for an accidental word, an awkward cluster of consonants, or a sound Arabic has to approximate. Then set the two scripts side by side at sign proportions. Names that look balanced in both scripts are rarer than founders expect.

What a name change costs later

DHA lists Change Facility Name as a licence amendment: AED 1,000 plus knowledge and innovation fees, one working day, and only for a facility whose licence is active. The sequence is DHA initial approval, then the trade licence amendment at DET or the free zone, then the updated licence uploaded back to DHA. After the change, every licensed professional at the facility updates their licence card to get a new eLicence.

In Dubai Healthcare City a company name change costs AED 2,400, requires notices in two local newspapers in English and Arabic, and carries a fifteen day notice period.

Those are the small costs. The large ones are the sign, the stationery, the website, the directory listings and the reviews collected under the old name. Most of the price of a naming mistake is paid in the second year, which is why the shortlist deserves a week now.

A name that passes and is remembered

The rules push every clinic toward the same safe vocabulary: Dubai, Medical, Care, Health, Centre, Clinic. A name built from those words will pass both reviews and disappear into a street of identical signs. Patients in Dubai choose from dozens of nearby options, and a name they cannot recall is a name they cannot recommend.

The compliant route to a distinctive name runs through specificity and sound. A name that says who the practice is for, or borrows a neutral image, passes the misleading test easily because it claims nothing about size or services. A founder's own name passes the family name rule and carries the trust of a person. A coined word passes everything, as long as the Arabic reading is checked.

Shortlist three. Run each through the four gates above. Reserve the trade name only once a name has passed all four, and reserve the matching .ae domain and social handles the same day. Does DHA have to approve my clinic's name?

Yes. The DHA Manual for Licensing Health Facility says the trade name is approved by DET or the free zone authority, that DHA has oversight and reserves the right to reject it, and that the facility licence name must be identical to the approved trade name in Arabic and English.

Can I call my clinic a medical centre or a hospital?

Only if the licence category supports it. The DHA manual rules out names that mislead patients about the type, importance or size of the facility, and it defines hospital, day surgical centre, polyclinic, general clinic and specialty clinic as separate categories. The name should match the category you are licensed for.

Can I name my clinic after a doctor?

Dubai's trade name rules allow a family name only when it belongs to the licensee, so a practice named after an owning doctor passes and one named after someone outside the business does not. In free zones such as DMCC a personal name must be a shareholder's and must include a first name.

Does the Arabic name have to mean the same as the English one?
