How to market a therapy practice in Dubai: who licenses you, what you may call yourself, what you may say

The direct answer

Three bodies license talking therapy in Dubai. The Dubai Health Authority licenses psychologists, and in Dubai only in the clinical, addiction, forensic, health and neuropsychology specialties; its qualification requirements have no title called psychotherapist or counsellor. The Community Development Authority licenses the social work professions under Executive Council Resolution No. 20 of 2011, including social counsellors, social therapists and psychologists outside the DHA list, and the resolution covers free zones too. Dubai Healthcare City licenses its own professionals and does have psychotherapist and counsellor titles. For marketing, the DHA social media advertising standard limits a professional to the exact licence title, keeps Dr. for physicians, dentists and attested PhD holders, bans superlatives and fear based messaging, requires written consent for any patient statement, and rules out patient identifiable information. Which body holds your licence: DHA, CDA or Dubai Healthcare City? Each has its own advertising conditions, and the answer decides which standard you read.

Three licensing bodies, and why the split matters

The DHA's Unified Healthcare Professional Qualification Requirements set the psychology titles. A psychologist needs a bachelor's degree in psychology plus either a doctorate or a two year master's, and two years of experience after qualifying. The document lists ten specialty titles, then adds a footnote that in Dubai the DHA licenses only five of them: addiction, clinical, forensic, health and neuropsychology. Applicants in the other specialties are sent to the Community Development Authority.

The CDA's authority comes from Executive Council Resolution No. 20 of 2011, which regulates the social work professions across Dubai, free zones included, and bars practice without a CDA licence. Its implementing bylaw names social counsellors, social workers, social therapists and special education teachers, and requires a master's in psychology for a therapist of psychological and emotional disorders. In July 2026 the Dubai Media Office listed the titles the CDA currently licenses: psychologist, assistant psychologist, social worker, social counsellor, special education teacher, behaviour analyst and two assistant roles, with 1,144 professionals licensed.

Dubai Healthcare City is a free zone with its own regulator. Its allied health guideline sets out licence routes for clinical psychologist, psychologist, psychotherapist and counsellor, so inside the zone those two titles exist. Outside it, in the rest of Dubai, they do not appear in either the DHA or the CDA lists.

The short version

In mainland Dubai your public title is psychologist in a DHA specialty, or a CDA title such as social counsellor. Psychotherapist and counsellor are Dubai Healthcare City titles.

What you may call yourself

The DHA Standards for Medical Advertisement Content on Social Media, in effect since October 2022 and recirculated to every licensed facility in August 2026, make the title rule plain. Professionals refrain from using any name or specialty title different from the one on their DHA licence, and state name, title, qualification and specialty as licensed. Dr. is kept for physicians, dentists and holders of a recognised PhD, attested by the UAE Ministry of Education.

That settles a question many practices get wrong. A psychologist with a master's degree, or with a PsyD that has not been attested, does not use Dr. in Dubai marketing. A clinical psychologist does not add trauma specialist or couples therapist as a title; those become descriptions of the work, written as areas of practice, with the licence title left intact.

The CDA side is simpler and stricter in one respect. The bylaw bars anyone from holding themselves out as a professional without a CDA licence and registration, and the resolution's schedule fines advertising without CDA approval. A CDA licensee therefore clears campaign material with the authority before it runs.

What you may say about results

The DHA standard's banned list reads like the vocabulary of therapy marketing in other markets: the best, the only, safest, assured success, 100%, immediate results. It rules out claims of superiority over other practitioners, comparisons without published evidence, and any advertising that induces fear or concern to increase demand. Every claim has to be substantiated and carry its risks.

For a therapy practice the fear rule deserves attention. A post that lists the symptoms of untreated anxiety and ends with a booking link is the standard's definition of inducing concern to create demand. Education that stops short of a sell is on the right side of the line; a sentence that converts worry into an appointment is on the wrong side.

Federal Law No. 10 of 2023 on Mental Health, in force since May 2024, sits above all of this with licensing requirements for mental health services and penalties for mistreatment and fabricated reports. It has no title clause of its own, so the DHA and CDA documents remain the ones to read for marketing.

  • No superlatives, guarantees, comparisons or fear appeals.
  • Risks stated alongside benefits.
  • Written consent for any client statement, image or story.
  • CDA approval before a CDA licensee publishes an advertisement.

Client stories, reviews and confidentiality

The DHA standard allows a patient testimonial only with written consent, and requires documented consent from anyone who appears in content, limited to the agreed subject and period. Patient identifiable information is on its prohibited list. Federal Law No. 2 of 2019 on information technology in health goes further: patient information may be used for purposes outside care only with the patient's written consent, and health data stays inside the UAE unless the authority permits otherwise.

For a therapist the professional question runs ahead of the legal one. A client's written consent satisfies the standard; it does not make a public statement from a person in therapy a good idea. Many practices decide to do without reviews entirely, and the CDA resolution's confidentiality duty for social work professionals points the same way.

What replaces them is specificity. A page that says who the practice sees, in which languages, with which training, and what a first session involves, answers the questions a testimonial used to answer, with facts a client can check.

Online sessions and clients outside the UAE

The DHA Standards for Telehealth Services, version 4, took effect in November 2025. A DHA licensed facility offers telehealth only through a DHA licensed telehealth service. The cross border chapter is written for physicians: it covers DHA licensed physicians consulting UAE patients from abroad, UAE residents travelling abroad receiving advisory or follow up care with explicit consent, and visitors physically in Dubai. Health information stays in the UAE except as a 2021 ministerial decision allows.

The standard says nothing about a Dubai licensed psychologist advertising online therapy to people who live outside the UAE. A law firm writing in June 2026 described the policy as still settling and advised written guidance from the regulator. Until that exists, a practice marketing online sessions abroad is working without a rule to lean on, and should say so to its own lawyer.

Building the practice brand inside the rules

Dubai's therapy market is multilingual and mobile. Clients arrive from dozens of countries, many in the first years after relocation, and many compare a practice here with a therapist back home. The compliant tools cover exactly what those clients need to know: languages, training, approach, fees, the first session, and whether the practitioner has lived the move themselves.

Start with the licence. Write the title as printed, then one sentence on who the practice serves best. Add the training line a client could verify. Show the process. Keep the same description on the website, the DHA or CDA register entry, Google and every directory, so a referred client finds the same practice twice.

Then audit everything already published against the five checks above. The sentences that fail are usually the ones a competitor could also have written, which makes the compliance work and the positioning work the same job.

Who licenses psychologists and therapists in Dubai?

Can I call myself a psychotherapist in Dubai?

Only if your licence says so. The DHA qualification requirements have no psychotherapist title, and the CDA's licensed titles are social counsellor, social therapist, psychologist and related roles. Dubai Healthcare City does license the psychotherapist and counsellor titles inside the free zone.

Can a psychologist use Dr. in Dubai?

Under the DHA advertising standard, Dr. is for physicians, dentists and holders of a recognised PhD attested by the UAE Ministry of Education. A psychologist with a master's degree, or an unattested doctorate, leaves it off.

Can therapists in Dubai use client testimonials?

The DHA standard allows patient testimonials only with written consent and rules out patient identifiable information. Federal health data law also requires written consent to use patient information outside care. Many practices choose to do without testimonials for professional reasons.

Does a CDA licensed counsellor need approval to advertise?

Executive Council Resolution No. 20 of 2011 lists publishing an advertisement without CDA approval as a violation with a fine of AED 1,000, doubling on repeat within a year. Clear material with the CDA before it runs, and confirm the current procedure with the authority.
